Measuring for the nose measurement should be done just below the cheek bone and completely around the nose with the second measurement done from that spot up over the head to the same spot on the other side.

I like snug measurements from you and I will allow a couple of inches for comfort.
If your Equine has an odd shaped head I suggest you take a few more measurements.
This mainly applies to mini horses and all long ears, as God made them special and each one unique.
Although some horses have irregular shaped heads.

A poor fitting halter - one that is too low on the nose or one that is too high, will not be as effective, as one that fits just right.
